- People can reason from principle when the policy doesn't have an exact answer
No policy document can anticipate every situation a growing organisation will run into. What closes that gap is a team that understands the underlying reasoning well enough to make a sound judgement call when the rulebook runs out — which is culture doing the work policy alone can’t.
A policy tells people what to do. A culture helps them work out what to do when the policy doesn’t say.
